TBF発足への苦言と提言

 最近、日本でTBFを立ち上げようという動きがあるようです。すでに個人が発足を急ぎ、勝手にジャパンフェデレーションを名乗り、年会費を集めていると聞きました。詳しい説明もないまま、多くの人に誤解を生じる内容で、メンバー&会費を募っているようです。
 そもそもTBFはFLWとは別団体です。BFLのようなFLW直系の団体ではありません。FLWジャパンといった聞こえのいいネーミングで、メンバーを募るのは大問題です。TBFジャパンフェデレーションはバスオブジャパンのようになってはいけません。誰でもTBFのメンバーになることはできますが、勝手に個人がTBFジャパンフェデレーションを発足・運営することはできません。
 日本ではTBFを誤解している人が多いようです。TBF、The Bass Federationは名前の通り、元はB.A.S.S.フェデレーションです。2006年のクラシック会場で行われたフェデレーションの総会で、B.A.S.S.フェデレーションは、TBFとフェデレーション・ネイションという2つに分裂してしまいました。その後、FLWがTBFをスポンサーするようになったわけで、TBF自体はまだ発足2年目の団体でしかありません。そして、TBFにはまだアメリカ国外のフェデレーションは一つもありません。
 TBFの理念は"Owned by those we serve, dedicated to growing the sport of fishing."とあるように、ただのアマチュアトーナメント団体ではありません。バスフィッシングの普及という高い理念のもとに集まった組織です。TBFのメンバーは地元で開催されるFLW系のトーナメントにも裏方として積極的にボランティアとして参加しています。各州ごとのフェデレーションは小さな複数のクラブの集合体でもあります。
 知人を介してTBF本部にコンタクトをとりましたが、TBFジャパンフェデレーションを発足させるためには、9つ以上のクラブが集まり、最低でもメンバーが50人以上必要ということです。まずは個々に活動しているクラブにTBFへの参加を広く呼びかけ、TBFへ入会したクラブが9つ以上となった段階で、各クラブからTBFジャパンフェデレーション発足のための委員を出し、役員・代表を選出し、組織作りをするのが筋道です。もちろん、釣り業界にもスポンサーをお願いし、その上でTBF年会費とは別にジャパンフェデレーションを運営するための年会費を取り決めるのが筋でしょう。年会費はホームページの開設&維持管理費、その他の諸経費以外に、アメリカでTBFの総会にジャパンフェデレーションの代表が出席する場合、その交通費にも当てる必要があります。もし将来ナショナルチャンピオンシップへ出場可能となったなら、その出場者の交通費にも当てる必要があるかもしれません。メンバーが少なければ、その分、年会費を上げなければ運営は難しくなります。
 TBFに入会するには、1人年会費50ドルでOKだそうです。50ドル払えば、会員証がもらえ、FLWマガジンが送られてきます。FLWマガジンを年間購読すると思えば、安いものでしょう。9つ以上のクラブが集まり、正式にジャパンフェデレーションが発足する前から、使い道も分からない年会費を勝手に決めて別途徴収するのはいかがなものでしょうか? 
 TBF本部はジャパンフェデレーションが正式に発足し、組織運営ができ、実績が認められてはじめて、日本代表をチャンピオンシップへの出場を認めるか検討するようです。ナショナルチャンピオンシップは各州のフェデレーションの年間チャンピオンが自動的に出場できるというわけではありません。複数のフェデレーションごとにウェスタン、イースタンといった6つの地区別にディビジョンを設け、ディビジョンごとにディビジョナル・チャンピオンシップを開催しています。ジャパンフェデレーションのみ、ディビジョナル・チャンピオンシップに出場することなく、ナショナルチャンピオンシップに出場できるという特別扱いをしてくれるかどうかは疑問です。バスオブジャパンのように「簡単に身内の誰かが毎年アメリカに行ける」というのは甘い考えです。
 TBFに参加しようと思う人はまずはTBFのホームページに目を通して、TBFとは何かを知る必要があります。TBFジャパンフェデレーション発足への道のりはそう簡単なものではありません。

    Hideki,
    Why do you say not even my friend can help me? You do not know who has been asked and who has been helping with the Federation!
    The Federation will not start over night nor will it become Japan wide over night!
    The only thing that will happen over night is rumors! Do you know anything about having rumors start over night?
    As for paying back the money to the members, I will be VERY happy to pay back the few members who have sent in money or they can wait and see how things develope! There money is sitting in a bank account that was set up for the federation.
    You have critized the TBF Federation from the start. You have been negative about this from the start as well as me being apart of it! It is no wonder people question the federation. I know the people that you have contacted. Everyone tells me everything Hideki. Please do not think I am stupid, I know everything that is going on and being said about the Federation!
    If the TBF Federation fails in Japan, it will not be becuase of me and trying to give the Japanese anglers something. It will be because of people like you who sit on the side and right negative things about the TBF Federation on ther blogs instead of actually trying to help make it work!
    So sleep on that Hideki and if it does fail, you can blame yourself!

    Even your friend can't help you, why can I trust you? So I can't help you. You had better give up starting TBF. You made a big mistake to hurry without any help, support and plan.
    I am very sorry we will loose a chance of TBF Japan because of you. But you had better give up starting TBF, and you must pay money back.

    You are not showing us your plan yet. We Japanese need to start TBF more carefully. It will be a great honor for us to send one Japanese angler to the Championship. But the angler must be recognized by many people, not 50 anglers. To accept one angler from Japan costs a lot for TBF. What can we do for TBF? We are not ready to send one angler yet. You have many things to do before openning the tournament.

    Also,
    If I don't get some help from Japanese anglers there will not be a chance for the TBF Japan to survive. So if you want it to be here then you should either help or have your friends join in and help forming the federation!

    You are correct about finding a good trusty partner. There needs to be many trusting people involved in Federation. The Federation is run by anglers for anglers.
    There are no state presidents or board members or employees who are making money from the federation. It is all volunteer. If Japananese anglers can't understand that, it will be very hard for the TBF Japan chapter to work! I know some states give tournament directors a free entry fee into the tournament and sometimes the staff. I believe that all depends on the state!
    My goal is not to have only 50 memebers. I would love to see all Japanese anglers, tournament and non tournament members become members of the TBF Japan Chapter. 50 is the number in which we must have per the TBF and FLW in order to form an international chapter! 50 is not the maximum!
    I am not trying to rush anything but there is an oppertunity to send 1 Japanese angler from the TBF Japan Chapter to the Federation National Championship next spring. Why not send one and show them how good the Japanese anglers are? Is that so bad to want to showcase the best of the Japanese anglers?
    I wish this was a lot easier but as you can see finding members to volunteer there time and effort is very difficult.
    I don't wish to be the TBF Japan President, I wish to help start it and watch it grow into something great for all anglers here now and in the future. The president and board members should be someone who speaks japanese and understand the japanese culture perfectly!
    There is more to the TBF then just running tournaments, there are the other aspects like conservation, casting kids and a few others.
    I can't do this all by myself guys! If you don't want your hearts broke then I ask for your help! This is not a one man operation. It will not happen with just me! I might be able to make 1 region succesful but that is not the goal of the TBF Japan chapter. The TBF Japan chapter should include all of Japan and many regions and anglers and clubs involved!
    So please, instead of waiting to see what will happen next, how about you join in and help. The satisfaction you will get knowing you were part of something great for all Japanese anglers!

    Thank you for your comment. And you are right. Kevin must show his plan before he collected members. If I can agree his plan, I may help him with my friends.

    What is you purpose to start TBF Japan? Do you just want to send 1 angler from only 50 members to TBF National Championship without joinning any TBF Divisonal tournament? It will be easiest way to qualify the Championship. Is it a great thing for ALL Japanese anglers? We don't desire it. You are trying to do a same mistake as B.A.S.S. Fed Nation Japan. You had better not hurry to send a angler to the Championship next spring. You must take time to start TBF.
    I can't help you without hearing your plan. But I am very worried about TBF Japan. If you fail to start TBF, many anglers will be disapointed.
    You may break Japanese anglers dream.
    You must find your good trusty partner. It is not me. Your friend, Jun Shoji might be good for you. He can speak English, and he has many sponsors. He can inform more people about TBF.
    It is most important what we can do as JAPAN Federation members to TBF. What can only 50 members do?

    Guys,
    I don't mind who has started a new Fed or club, but tell you what. Nothing works for free, and there is a limit to volunteering. Likewise, FLW nor TBF have ever been a nonprofit organization. What I am telling you is that TBF Japan needs a sufficient amount of cash to run the office, tournaments, and paybacks, and pays to the TBF Japan employees as well.
    Running a fishing organization is a strict business. More or less.
    I don't think this is not achieved without supports from sponsors. TBF, FLW, and even local clubs have sponsors as you know.
    Now, the leader of the TBF Japan needed to show his/ her business plans to applicants and sponsors before they joined or paid him/ her. Verbal agreements are not fair to everyone.
    Kevin, we do not know who's behind you to support your ideas. Are you trusted, are your friends trusted, too? Who are your board members? Where and what are the facts and reasons that your ideas will work?
    It's not the money I am talking of. It is our hope you are dealing with.
    Kevin, you can't break our hearts. Before it's too late, you should present a real business plan for applicants. And prove yourselves you are earnest and faithful.

    I know all of the rules and regulations to start the TBF in Japan. If you doubt me, please contact Robert Cartlidge. We do not need 9 clubs to start the state. We simply need 50 members per TBF and FLW to be recognized as a international "state"
    There are many things that must happen. The first is getting 50 members! Without first having 50 members we can't use the logos of FLW and TBF and we can't do many things. We will not be recognized as a state. But like you said without very much information, it is very hard to get 50 members to sign up! Especially if they do not know me!
    Here is the reason why the rush for tournaments in 2007. TBF and FLW want to see international member at there TBF National Federation. If there is events in 2007 "Japan" can send 1 angler to the 2008 TBF National Championship next spring. That is the reason for the rush.
    I welcome all members in Japan and all clubs from anywhere in Japan. It is nearly impossible for me to start chapters in every region and lake in Japan. It is impossible. If I could I would Hideki. Please tell everyone they may join. it is my desire to make this run like "California or another state in the USA" Not like the B.A.S.S. Fed Nation in Japan. This is and will not be a secret fishing club!
    Everyone who says they want to help the TBF in Japan asks for money. There is no money to pay, I work for free. My helpers work for free.
    Also, I am not going around saying I am the President of TBF Japan. But at this moment, there is no help from anyone. Only people from the outside talking negative about the TBF Japan.
    For you I will change it on my home page from FLW Japan to TBF Japan.
    You are also very correct, it is very hard to start the TBF Japan as I need help and ideas from many anglers. Will you help or will you just sit and watch?
    I ask all Japanese anglers for there help. Everyone says pay me! If you wish to volunteer your time to the Japanese anglers and the TBF Japan, I and everyone else welcome you and your time.
    For the rest of 2007, don't expect to see anything from outside of Biwako as we are starting small in 2007 and working our way to a bigger organization.
    Please Hideki, if you wish to help this grow I would like your help. It is very difficult to explain TBF ways to many people as my Japanese is not very good!
    I told you before, I am open to meet with you by phone, email, in person for coffee or lunch or even a day of fishing together.
    I hope you will take me up on my offer!

    You don't understand what I am saying (concerned for). I am talking about the process to start and build TBF Japan successfully. What is the point I am not telling truth?
    Actually, I wellcome TBF to Japan. And I hope it will be good for ALL Japanese anglers in the future. Not only for your friends.
    If we, Japanese anglers, try to start TBF, we need to collect at least 9 active clubs to join TBF first. And then, each club has one vote for elections to start TBF Japan. Like to discuss how much the TBF Japan membership fee will be necessary. Also we need to elect who leads TBF Japan. You are not recognized as a President of TBF Japan by All Japanese Anglers yet.
    You may have two clubs in Biwa and Kasumi. So more members and clubs are needed. I know some ones and clubs who are interested in joinning TBF. But they doubt about you, because you hurry to collect money. You are not telling about your plan in the future. You must find an accountant.
    If you says TBF Japan will be a great thing for ALL Japanese anglers, TBF must be more wide-open to all, and they must have more right information about TBF. I don't think you are trying to give the information to more people. There are many ways to collect members, like internet, magazine, and leaflet at stores. To start the tournament is not important first. You may have no time to fish in Biwa every day. You must try to find the sponsors and officers to help TBF Japan. I can't imagine what you are planning. It will be very hard to start TBF.
    You are saying "FLW Japan". It is not true. But many Japanese are misunderstanding TBF. You need to explain what is TBF.

    Yes, the TBF Federation Japan Chapter is here and will be here to stay. The schedule will be out this week or next week.
    If you ever have any questions you should really ask them before you make comments that are not ture.
    The TBF Japan Chapter is a great thing for all Japanese anglers, you should be proud they want to be here! It is a real shame that you would try to bring the TBF down.
